What people are saying about the Spotted Cow. The Herald 4th September. Facelift coming for historic Parliament St PARLIAMENT Street, one of Port Elizabeth‘s most historical streets and known for its nightlife, could be getting a facelift as early as May next year if things go according to plan. Mandela Bay Development Agency chief executive Pierre Voges said R7- million had been earmarked for the beautification of Parliament Street as one of the next projects to be tackled by the agency, whose chief mandate is to attract investors back to the central business district. “There is already an indication that the vibe is returning to Central, with top-class establishments, such as the Spotted Cow in Parliament Street, luring people back to the area.” Rosemary Wilson's daily newsletter Spotted Cow in 123 Parliament Street, Central gets a rave review. Resident's report: I have been to the Spotted Cow for an English breakfast - LOVELY! People should really support this venue - it is lovely and clean - the staff is courteous and the most important of all is that the toilets are nice and clean. I know of two other ladies who support him now at breakfast and lunch and have stopped going to the other local coffee shops in Parliament Street. I might just mention - the Spotted Cow is in the top part of Parliament Street where the old Church was (The old Hong Kong Restaurant) - opposite Taipei Chinese Foods. I really recommend this place and wish the owner well in this venture of his Note from Rosemary (editor) : Always good to have people's opinions. I have been there for tea and found a great selection of scrumptious looking home-baked cakes. It was also very pleasant sitting in the immaculate courtyard.
